SCOPE OF WORK AND BID SUBMITTAL:

Proposals in response to this RFP may be submitted to the City of Oregon City electronically to agriffin@orcity.org.

The project includes:

 

1. Stakeholder Engagement

Interview City staff and review recent pre-application conference notes for projects in the area that were not developed. Discuss identified barriers.
Convene a series of  meetings and/or focus groups with selected owners of property in the Thimble Creek area to understand their interest in selling their property/ies.
Identify private utility and fire jurisdictions relevant to the area.
City staff will take the lead in development of a Stakeholder Engagement Plan and provide support in terms of identifying property owners.

 

2. Existing Conditions and Feasibility Analysis

Gather data to establish existing conditions, determine buildable lands, identify zoning and infrastructure planning.
Review Oregon City Development Code/process – identify any potential barriers or outliers that deviate from the regional norm.
Complete a market feasibility analysis to determine the highest and best use of the properties in the context of the Thimble Creek concept plan. The market analysis should include regionally and locally significant industries that would benefit Oregon City, with the names of representative companies in each identified industry.  
 

3. Recommendations for Implementation, Funding Sources and Development Scenarios

Identify strategies and recommendations to attract industrial and commercial development that incorporates information gathered from stakeholders as well as the expert knowledge held by the consultant team related to economic and real estate development. This set of recommendations will include potential funding sources and property development scenarios. Development scenarios should include general information about recommended property and infrastructure requirements for certain industries.
In addition to the target area, there are additional parcels of commercial industrial (CI) zoned land elsewhere in the City, including along Molalla Avenue. Please indicate if any of the identified barriers in the target area also apply to other areas of the City with CI zoning.

It is in the best interest of potential bidders to check this website periodically to ensure all updates are received. The City is not responsible for failure of bidders to receive notifications of changes or corrections made by the City and posted as stated above.

 

Questions submitted on this site will be answered individually if considered informal. Those questions considered to be substantive will be responded to through the addenda process.
