SCOPE OF WORK AND BID SUBMITTAL:

Sealed bids for furnishing all materials, equipment, labor, and services for the Oregon City Library Wood Flooring Replacement project for the City of Oregon City, Oregon will be received by Kyle Christoph, Facility Manager, at the Oregon City Engineering and Operations Center, 13895 Fir Street – 1st Floor, Oregon City, Oregon until 2 PM local time on Wednesday December 4, 2024. Bids received after this time will not be considered. All bids received prior to the due date and time will be publicly opened and read on the due date and time at the location bids are received.  

A Mandatory pre-bid walkthrough will be held on November 26, 2024, beginning at 9 am at the project site, 606 John Adams Street, Oregon City, Oregon 97045.  This Meeting will allow prospective bidders to see the site and ask questions relating to bidding or constructing the work under this contract. If deemed appropriate by Oregon City, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum issued to all plan holders. 

This project includes:  

  1. Loose furniture to be removed by contractor. Supply/Install protective material around work area. Protect all remaining fixtures and HVAC from construction. Return loose furniture upon completion of project.
  2. Provide interior construction barriers between phases of construction as noted on plan.  Portions of the building will remain open to the public for majority of the project, and contractor work will not be allowed to interfere.
  3. Demolition and removal of existing wood flooring. A portion of the wood flooring that remains salvageable will be retained for alternative use and transported to City Facility for future use. Approximate square footage of flooring is approximately 4,400 square feet. Verify in field.
  4. Installation of new 7 ply 3/8” birch plywood subfloor. Approximate square footage of flooring is approximately 4,400 square feet. Verify in field.
  5. Installation of prefinished 2 ¼” – 3 1/4” solid hardwood flooring, of ABC grade quality or higher. Approximate square footage of flooring is approximately 4,400 square feet. Verify in field. Material to be pre-approved by Oregon City.
  6. Install of approximately 1,000 linear feet of stain grade quarter round trim. Verify in field. Material to be pre-approved by Oregon City. Stain to match existing baseboard.
  7. Maintain existing or repair any carpet transition strips that are damaged during installation. Provide new transition from new flooring to existing fireplace hearth.
  8. Maintain all existing monument boxes, retain all existing services, and reset to match the height of new flooring.
  9. Adjust height of new flooring to accommodate entry height of existing elevator.
  10. Coordination with Lyngsoe for install work around circulation sorter. Lyngsoe sorter will remain in place, and be adjusted for to access area underneath in coordination with flooring installer.   Sorter will not be moved, or adjusted, without prior coordination of Lyngsoe Systems staff approval.
  11. Work is to be completed between the dates of 01/02/25 to 01/31/25.

              Phase 1 - Full building closed.

              Phase 2 - Phase 2 and 3 closed, Phase 1 and rest of building reopened.

              Phase 3 – Phase 3 closed, Phase 2 returned to use by Library staff.
              Include contractor’s proposed phasing schedule for completion of project.

OBTAINING SOLICITATION DOCUMENTS:

Solicitation documents are also available for review at the Oregon City Engineering and Operations Center, 1st Floor, 13895 Fir Street, Oregon City, Oregon, 97045, between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday, except legal holidays.  Solicitation documents may also be obtained from the City's online plan center free of charge at http://bids.orcity.org/. Solicitation documents may be obtained by creating a new user account and registering for the project. General information including the planholder list is available to the public without registering.

ADDENDA & CLARIFICATIONS: 

Addenda, clarifications, and notices will be distributed through the City's online planholder system. Potential bidders are responsible for ensuring that contact information is registered correctly and that email updates are being received and not being sent to spam folders. It is in the best interest of potential bidders to check the website periodically to ensure all updates are received. The City is not responsible for failure of bidders to receive notifications of changes or corrections made by the City and posted as stated above. 

Each proposal must be submitted on forms prescribed by the City and accompanied by a certified check, cashier's check, or bid bond in an amount equal to 10 percent (10%) of the total amount bid. The successful bidder will be required to furnish a faithful performance bond and a labor and material payment bond each in the amount of one hundred percent (100%) of the amount of contract. The successful bidder will also be required to furnish a statutory public works bond in the amount of thirty thousand dollars ($30,000.00). Evidence of workers' compensation insurance will be required before the work shall commence. 

The City will investigate and determine the qualifications of the apparent low bidder prior to awarding the contract. The City reserves the right to reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject all bids if it is in the public interest to do so. 

PLANHOLDER LIST:

The planholder list module does not work perfectly.  Registrants may be added to the digital list; however, may only be able to print the first page of the planholder list (depending on which web browser is being used). Converting the list to Excel is an option; however, may not work at all or may lead to a text document displaying one paragraph of text and no formatting, again, depending on the web browser.  Keep this in mind if you have a need for a paper copy of the planholder list.
