RFP - Engagement Services for Community Engagement Strategic Plan

Summary

SCOPE OF WORK AND PROPOSAL SUBMITTAL:

The City of Oregon City is seeking proposals for Professional Engagement, Marketing, and Communications Services.  The ideal vendor will have experience developing and implementing complex and equitable engagement strategies for local municipalities that can reach, involve, and engage diverse audiences.

The proposal shall be submitted electronically to the Project Manager Kristin Brown, Communications Coordinator, at kbrown@orcity.org no later than Thursday, April 14, 2022, 4:00 p.m. local time. Proposals received after this deadline will not be considered. Please title the email RFP for Community Engagement Services and your company name. The City email system will generally allow documents up to, but no larger than, 8 megabytes.

OBTAINING SOLICITATION DOCUMENTS:

Solicitation documents may be obtained from the City's online plan center free of charge at http://bids.orcity.org/.  Solicitation documents may be obtained by creating a new user account and registering for the project by adding yourself to the Planholder List.  General information including the planholder list is available to the public without registering.

ADDENDA & CLARIFICATIONS:

Addenda, clarifications, and notices will be distributed through the City's online planholder system. Potential proposers are responsible for ensuring contact information is registered correctly and that email updates are being received and not being sent to spam folders. It is in the best interest of potential proposers to check the website periodically to ensure all updates are received. The City is not responsible for failure of proposers to receive notifications of changes or corrections made by the City and posted as stated above.

Proposers are required to certify non-discrimination in employment practices and identify resident status as defined in ORS 279A.120(1). Pre-qualification of proposers is not required. All proposers are required to comply with the provisions of Oregon Revised Statutes and the Oregon City Municipal Code.

In order to provide efficiencies in service with other public agencies and in order to fulfill an opportunity for cooperative purchasing, any publicly funded city, county, district, agency or similar entity shall have the authority to acquire services directly from the successful proposer(s) under the terms and conditions of this RFP.

The City of Oregon City reserves the right to (1) reject any or all submittals not in compliance with public solicitation procedures if it is in the best interest of the public to do so; (2) postpone establishment of a final decision for a period not to exceed sixty (60) days from due date for consultant submittal; (3) waive informalities in the proposals; and (4) to select the consultant which appear to be in the best interest of the City.

PLANHOLDER LIST:

Note that the Planholder List module does not work perfectly; registrants get added to the digital list just fine but if you go to print it, depending on your browser, any planholders beyond the first page may not print. Converting the list to Excel (which is an option) may not work at all or may lead to a text document with one paragraph of text and no formatting; again, depending on your browser. Keep this in mind if you have need of a paper copy of a complete planholder list.
